Carl Alameda is a dedicated public service professional with over twenty years of experience in municipal leadership, higher education, and property management. In his capacity as Assistant City Manager, he has overseen critical city functions, including human resources, finance, emergency preparedness, and public information. He was also instrumental in designing and launching a citywide training and performance evaluation system to support employee growth and improve internal operations across departments. His journey into public administration began after earning a degree in political science with a focus in public administration from California Polytechnic State University. He later obtained a Master of Public Administration and a Master of Planning from the University of Southern California, where he graduated as a Dean’s Merit Scholar. This educational foundation prepared him to step into leadership roles grounded in both strategy and practical execution. Throughout his career, he has held various administrative positions, including Assistant City Manager and Director of Administrative Services. During times of transition, he also assumed interim leadership roles for both the Public Works and Finance departments. In these positions, he managed city budgets, led labor negotiations, coordinated emergency response efforts, and strengthened interdepartmental collaboration. His contributions included refining employee evaluation methods, supporting long-range planning, and acting as liaison to both the Art Commission and Disaster Council. In addition to his public sector leadership, he has nearly two decades of experience in property management, including oversight of residential and commercial properties. His work includes managing both Section 8 and market-rate housing, ensuring compliance with HUD standards, maintaining tenant relations, and handling capital improvement planning. He also worked closely with accounting professionals to keep accurate financial records and effective reporting. Since 2018, he has served as an adjunct professor at the USC Sol Price School of Public Policy, teaching graduate-level courses in the Master of Public Administration program. His instruction draws directly from his experience in civic operations, bridging classroom theory with practical insights from the real world. He has remained connected to USC through service on the Board of Governors and leadership within the alum association. He also helped establish a fellowship program that supports students pursuing careers in local government. His service extends into the professional community through leadership roles in municipal and public administration organizations. He has served as President of two associations and chaired a regional division, contributing to professional development and peer support across the field. Outside of his formal responsibilities, he has volunteered as a youth and high school sports coach for nearly twenty years. His coaching experience spans football, baseball, and softball, and he has held leadership roles within local athletic programs. He continues to support his former high school and universities through active alum participation and involvement in a university athletic support group.
